Italy has always been a bit odd - I remember a group of scientists were convicted of manslaughter because they didn’t predict an earthquake that killed a few hundred people.

Is this happening so often that it requires a law?

Why not put that money, time, and effort into providing sexual education so people better understand how to not get pregnant, reducing the occurrence of abortions?
