Genetic experiments on humans is banned in many countries and even if that weren’t the case you’re talking about an enormously expensive social program of intervening in an entire generation at conception. Maybe a few billionaires would do it, but they can afford to live comfortably anyway and they don’t care if a few serfs die of heat exhaustion.
